Rams have 400 HP, catapults and bolt shooters only 100HP. For that reason, using catapults outside of the range of ones own fortress is usually too risky.
Catapults are also very costy (350 wood 350 stone), while rams cost 350 wood 250 metal and bolt shooters only 250 wood and 250 metal.

Ensure that the change isn't too big (100% is already very big) and that those siege engines are still vulnerable enough to sword units.

Dunno about you guys, but in about every game I've seen, catapults have more HP than ballistas :P
yes, that's why I suggest not 200 - 250 but 200 - 200
But perhaps 250 - 200 or 200 - 150 is better
edit: when I say 'yes', in fact it's 'yes you are right' :p not 'yes I have yet see that' :-)
