Formation controllers use the large passability class (all inherited from template_formation.xml) which is confined to land, so it doesn't work work ships. But also formations use footprints for spacing and ignore other entities in the formation, so ship obstructions can overlap and when the formation's disbanded it's then easy then for these units to stay stacked on top of each other (#5084).
