Summary

Direct hotkey <-> building placement shortcuts.
Fixed first click placement preview glitch (didn't appear until you dragged the mouse).

Alternative to D1766: Buildings shortcuts / hotkeys (IMO both are equally cool @elexis).
and D1284: Idea For Formations/Stances/Constructions Hotkeys In-Game

Test Plan

No errors when placing, no OOS no glitches.

Wrong approach.

With {D2260: Support setting global hotkeys} committed this looks more plausible.
