gui/gamesetup: Fix no-unmodified-loop-condition warning on 'g_IsNetworked'

Details

Summary

This is the only non-stylistic auto-fixable ESLint violation in gui/gamesetup.

From what I can tell, it is impossible for g_IsNetworked to change.

Because:

  1. This variable is only ever assigned to from two places: gui/gamesetup.js and gui/session.js. Both of them declare it towards the top of their file as global constant, which means even if gui/gamesetup's handleNetMessages() function where to somehow cause gui/session.js to execute mid-way, it would result in an run-time exception because the variable cannot be redeclared.
  1. This variable is declared as 'const' which means it cannot be re-assigned even from within gui/gamesetup.js code.
  1. Nowhere in the Cpp/ScriptInterface/JSContext code is this variable overridden, delete, proxied, or otherwise messed with.

It looks like this while-loop is effectively just using the condition as a clever proxy to decide between an early return statement or while (true). Convert it to that explicitly instead. The loop can only be broken by the break statement after the PollNetworkClient() check.

This code was introduced by rP19504 (D322). At the time g_IsNetworked was an implicitly global variable, populated by a an init function. This was phased out in rP21650, at which point the constant nature was codified, and the theoretical re-assignment by calling init() twice no longer possible.

(Edit: rP19504 changed the while (true) from rP7653 to while (g_IsNetworked).)

Test Plan

Jenkins and Coala no longer report any ESLintBear issues in this sub tree of type default-case, no-empty, no-multi-assign, no-shadow, no-undef-init, or no-unmodified-loop-condition.

How is while (someconst) a violation but while (true) isn't?

This variable is only ever assigned to from two places: gui/gamesetup.js and gui/session.js

One can also start removing the global and replace it with a Engine.HasNetworkClient() call. It seems like it would fit somewhat neatly to the Engine.PollNetworkClient below.
But calling a function when there already is a cached global sounds counterproductive.

Now that you made me look, the two handleNetMessages() functions are complete duplicates, and the approach that it uses seems extensible and reusable.
Perhaps it would make sense moving that to network.js.
(Though seeing that nested switch in pollAndHandleNetworkClient again which had been a function object at one time makes me wonder whether it's universally recognized.)

Actually perhaps we can register JS netmessage handlers directly via the JS Interface, and then C++ passes the JS message constructed in C++ to the event handler JS functions within the NetClients message processing system, rather than polling the values through PollNetworkClient in on JS onTick.
There is never such thing as an easy bugfix :/

So I just pretend I didn't see anything and will commit the style thing.
