Summary

This patch allows placing ranged infantry on short wall segments (up to 1), just like on medium (3) and long (5). There is visibly enough space on top. Besides, to avoid losing walls when access to a territory root is lost requires you to garrison them.

What happens when towers are really close to one another and the wall is barely visible?

Because wall towers are not allowed to overlap (otherwise they fail to be placed), there is always at least a tiny amount of space in between. The garrison slot is on the centre of the wall segment, so if the wall is barely visible, the unit will be barely visible as well, but still be in between the wall towers. The closest I could get is this:

It isn't pretty, but it works.
If one would want to enforce more space, then one could consider adding a build restriction for wall towers (e.g. minimum distance of 10).

It isn't pretty, but it works.

Since a key of 0 A.D. is prettiness, I don't think this should be committed.
