rP23782: Make javelineers easier to catch by cavalry, by reducing their speed slightly
Summary

As pointed out in D2585, champion infantry javelinists have a very high walk speed, which is actually closer to cavalry than to infantry. This patch reduces it from a ×1.75 multiplier to ×1.6, which is still twice as high as pikemen (×0.8). As a consequence these champions remain significantly faster than other infantry, but can be easier intercepted by cavalry. If necessary, their walk speed could be further reduced in the future.

Infantry walk speeds for comparison:

×1.75 champion javelinist
×1.6 *proposed* champion javelinist
×1.4 citizen javelinist
×1.4 champion maceman
×1.4 champion swordsman
×1.3 champion spearman
×1.2 champion archer
×1.2 citizen slinger
×1.1 citizen archer
×1.05 citizen swordsman
×1.05 hero swordsman
×1 hero archer
×1 hero javelinist
×1 hero spearman
×0.95 citizen spearman
×0.95 hero pikeman
×0.8 champion pikeman
×0.8 citizen pikeman

NB Only athen, pers, and spart can train champion infantry javelinists.

Test Plan

Agree this is an improvement.

Completely agree. I usually use these units frequently. Are really faster than they should be.

@ValihrAnt do you have an opinion on this?

I'm assuming we are OK with these being faster than citizen soldiers of the same type as they are better untrained? Unlike cavalry which is just a horse? (cf D2596)

Yes, slowing these guys down a bit is good. The speed they move at makes no sense currently.
