[gameplay] increase advanced and elite and lower champion ranged attack damage

Currently melee troops inflict more damage when promoting to a higher rank, but ranged troops don't:

          melee , ranged
basic   : 1     , 1
advanced: 1.2   , 1
elite   : 1.44  , 1
champion: 2     , 2
hero    : 4     , 4

The advanced and elite each get −20% spread, though.
This patch gives ranged troops +10% attack damage, however, it reduces champion and hero attack damage, making them proportional:

  ranged damage, spread
basic   : 1    , 1
advanced: 1.1  , 0.8
elite   : 1.21 , 0.64
champion: 1.5  , 0.4
hero    : 2    , 0.2

While at it, also gave all javelineers the same reload time (champion infantry javelineers had 1 s instead of 1.25 s).

Test Plan

Check for typos, agree it's an improvement.

Much better for consistency, my idea is to have champions more like citizen units, but stronger of course. No idea how affects balance, i will test.

Ranged units already dominate gameplay and this would make it worse. If we really want consistency then either ranged units need an overall nerf or this needs to be removed from melee units.

I'm not sure if +20% attack is more effective than range + accuracy. I will do the tests later, anyway this value can be less for ranged units, like 15% or 10%.

Really +20% is out of the question, mainly for high dps units like javelin.
I also tested it with 10% and it seems a little more acceptable, but it is still not a good number, so we will have to do it another way, maybe without attack gains, just health and armor.

Currently, spread and ranged bonus are almost imperceptible, so giving 20% attack is fairer, but it makes ranged units much stronger.

No, I'm not arguing ranged units must have the same modifications as melee units. However, there should be consistency between ranged units. Currently champion archers and javelineers already inflict twice the damage as their basic counterparts, therefore it makes sense that advanced and elite have damage increases too; hence this patch.
One way to compensate would be limiting the resistance increases to melee only (+15% health and +1 resistance is equivalent to +28% health).

As well as health needs to be changed. Champion units have more health than +20% phase +20% phase +10% advance +10% elite and +10% champion (following logic).

Well, it doesn't seem to make sense to gain range for range units. It is also not possible to give extra attack to units without a good nerf, so remove extra range, keep accuracy gain and give a small attack speed (5%) seems to be more realistic.

the "D" is the most consistent between citizen and champions.
To increase attack for ranged soldiers a health nerf or armor is required. Option D does this.

The same logic should apply to the attack / attack rate of the melee champions. 20% +20% +20% and remove same attack rate of citizens.

I think the Range bonus is irrelevant, and agree with removing it.

Reducing ranged champion resistance seems fair to me (more consistent with CS).

I don't really have comments on their actual firepower, but spread needs to be reworked IMO. Remember that spread is "normal deviation at 100 meters".
CS Archers have spread 3, but their range is 70, which means a 'real' spread of ~2. CS Javs have a spread of 4 but a max range of 30, meaning their 'real' spread is a lot closer to ~1. Meaning javelins have an effective DPS that's close to twice as good as what the raw numerical value implies (in situations with a lot of units, this is maybe a little less true, but not by much).

Because of that, I think CS archers are much less useful than CS javelins, and the two units are really not equivalent at all. The same does _not_ apply to champions, where a spread of 1 is about 100% hit rate anyways.

I would actually suggest making the spread of CS archers about 2, and the spread of javelineers about 5, giving them a more equivalent effective spread. At that point, they probably no longer need a 'spread' bonus.

Then possibly increasing the attack per rank?

I fully agree spread values need to be changed, but I'm unsure what would be appropiate values.
Moreover, if a basic javelineer has double the spread of an archer, then a champion javelineer ought to have double the spread of a champion archer, in my opinion.

Do you think it's better to do spread in a separate patch (and update this one afterwards) or do you prefer to include it here, making this one more complicated?

Well, now we have time haha.
I did some tests and in general it looks good, but the damage of iber champion fire should be increased a little.
Obviously, some changes will be made to melee units over the course of the a25 development, so it doesn't seem risky to give 10% attack to ranged advance / elite units now.
