I didn't actually create this patch as an opposition.
I accepted D2950 and I think it's better, but I'm not sure if it will be commited, so it seems fair to keep things right until then. Anyway, if it is committed then I can delete this patch, what do you think?

The problem is Britons and Gauls already have several structure bonuses (see also D2841):
- a reduction in wood cost
- a reduction in building time
- population limit increases (which means spending less wood and time on houses)
Each of those is already a nice-to-have bonus, but together they compound and give Britons and Gauls a very clear advantage, especially in the early game. No wonder they're the favourite factions in competitive multiplayer. Moreover, as you wrote yourself, there has to be an idea behind it.
By the way, D2950 initially kept population for brit and gaul structures, but they were removed in the second version, which was accepted.
