The attack_soldiers_will.json technology (“Will to Fight”) is quite powerful but also rather expensive: 1500 of each resource. Of course, it's a late-game technology that's not supposed to be cheap. However, entities or technologies costing four resource types is rather a poor design (most? require two types) and shortages of natural resources can become quite problematic on many maps in the late game.
This patch removes the stone and wood costs, keeps the metal cost at 1500, and raises the food cost to 2500. As a consequence it's still very expensive, yet also more affordable.
The research is increased from 40 s (typical for village-phase technologies) to 60 s (typical for city-phase technologies).

I think you are right, it is better to keep 25%.

I don't think 2500 food makes it unaffordable.
Anyone with decent eco management will move their women from wood (which is currently the most common res to have a surplus of) to fields to get enough food to research the tech. Also, there is usually at least one ally in team games that has way more food than necessary (unlike stone which players don't usually accumulate a surplus of). Additionally, the revision of food to 20% techs in D3703 will make food relatively more plentiful in a25 compared to previous alphas.
If anything, I think WTF will be too easy to research but we can adjust for a26 if necessary.
I personally like keeping the attack bonus at 25%. It makes researching WTF first (instead of individual forge attack techs) a more viable strategy. (Paying 2500f, 1500m for 25% bonus to melee, range, and siege vs, paying 1500f, 1000m for two 15% attack upgrades to either melee or range). If people follow this strategy it will create more mixed armies, which I think is a good thing because it means less players are just spamming range units like many players do now. It also would introduce a strategic choice in how to compose your army and the order of military techs that you should research (which basically doesn't exist in the game right now).
I like the tech as written.

It makes it very easy to afford this upgrade. The most difficult part was getting the metal and stone for it, as for food and wood you can simply stop unit production temporarily. Food in this release is the easiest resource to obtain as it's the least affected by rotation times, which severely slowed down gather speed of all other resources.
