GameAttributes is confusingly named, since it's referred to as InitAttributes elsewhere. One could ponder whether we should instead not rename InitAttributes to GameAttributes, but I think the former has the advantage of making it obvious that those won't change over the course of a game.
This also renames the Engine function SetNetworkGameAttributes to SendGameSetupMessage, since that's what it is, and the name will be better once we implement different messages types there (which I plan).
