It's pretty much the exact same thing as the storehouse upgrade but having it from the start offers some interesting opportunities. The instant cavalry rush and other highly aggressive starts that require skipping out on a farmstead/storehouse will have a slightly better economy at home. If a player chooses to research the storehouse carry capacity upgrades they'll always be one phase ahead in the carry amount and in P3 will be able to carry 30 instead of the previous 25. It isn't the strongest bonus but it always being present makes up for that.

I think this will actually be a pretty strong boost. It will let players not build as many storehouses and maintain efficiency. This will save several hundred wood in the eco ramp up stage, and then save an additional several hundred to a thousand or so in the late game. Since this will also apply to all units, this will save several seconds of shuffling time off res collection early, and then much more late game.

The actual effect should be pretty easily tested, though
