If you switch to the Objects tab (Atlas) - Shadows are always activated
It may be the cause of deep freeze UI on low-spec PC
Introduced in https://code.wildfiregames.com/D3896 (added implementation of SetShadowsEnabled)
The shadows were originally a harcode - but without implementation it did not work
Patch removes hardcode through atlas and rely on rendering settings
