[Gameplay] Tweak the formation turning threshold

Summary

Since rP26520 formations have a threshold on when they "turn" vs "rearrange". In that commit all formations have the same threshold. However I think we can do better. Here I slightly up the threshold (so more turning less rearranging) for many formations, keeping the old values fro box/testudo and removing any turning from scatter.

Test Plan

Tweak the values a bit more.
