Summary

Two maps use an outpost that is not capturable.
The template is called structures/palisades_outpost and is being replaced with structures/brit/outpost.

Deleting the unused template.

Test Plan

Play forest_battle_4p or alpine_mountains_3p and capture the outpost.

The palisades_outpost template is removed, this diff replaces it with structures/brit/outpost and the other with structures/wooden_tower (structures/palisades_fort), both handle the issue from the ticket.
