Military colony stats are made relative to civic centre stats (with op="add" and op="mul"); if centres are changed, colonies are automatically changed accordingly.
Furthermore, civic centres are slightly improved:
- capture points to 3000 (from 2500) to match health (3000)
- population bonus and garrison capacity to 25 (from 20), but default arrow count to 2 (from 3); this differentiates it from fortresses
- 500 food cost and 200 food loot (new), 600 build time (from 500) and 300 xp (from 200)
- vision to 100 (from 90; still less than catapult has)
Because this affects all factions equally it won't distort balance. Besides, the AI has no difficulty with this.
