This patch does the following:
* Changes the three `armor_ship_*` technologies:
* The first from +2 resistance to +25% health. The effect is about the same (0.9^-2 = 1.2345679); the primary advantage is that health is much clearer for most players. (See also D2937/rP24446.) Renamed accordingly and moved to city phase.
* The second from +2 resistance to +10% movement speed (cf. `cavalry_movement_speed.json). Renamed accordingly and moved to city phase.
* The third is deleted.
* Changes the `training_naval_architects.json` from Docks −0.1 batch time modifier to Ships −20% construction time, and renames it accordingly.
* Clearer for players.
* While batch training (mass enlistment) is not inappropiate for soldiers, it's not really realistic for ships, which were constructed one by one, like structures.
* If a structure can produce both soldiers and ships, the batch time modifier affects both (which is probably not intended), whereas the new time cost reduction affects only ships.
* Ships now benefit equally regardless where they are constructed (crannog, dock, shipyard).
* There is no longer a need to maintain a separate cart technology (`training_phoenician_naval_architects.json`), which is therefore deleted.
* Renames fishing technologies for consistency.
* Cleans up dock production queues.
