This allows modifiers to be used as an effect of statuseffects.
E.g. slowing a unit down when hit, lowering morale, you name it basically ;)
Also fixes some oversights from D2218.

- Modifiers.
- Fix tooltip when not simulating.
- Allow `Capture`.
- Reset timer when hit again.
- Allow infinite StatusEffects (i.e. no `Duration`).
- Fix `TimeElapsed` not being a number.

- Fleeing entities behave weird when damaged by a StatusEffect.
- Allow `Stackable`.
