D1761/rP22984 enabled workshops for all civilizations and removed siege engines and technologies from the fortresses, D2532/rP23746 made champion cavalry trainable at the stable. This patch:
* enables the stable for all civilizations:
* removes cavalry from all barracks;
* removes cavalry technologies from corral;
* removes champion cavalry and chariots from all fortresses;
* makes champion chariots trainable at the stable;
* deletes the now obsolete `{civ}_champion_cavalry_barracks.xml` templates;
* unlock champions technology 30% cheaper;
* tweaked cavalry technology costs;
* the first cavalry speed technology is made available in the village phase;
* the second cavalry speed technology is replaced with one that instead reduces cavalry training by 10%, available in town phase;
* the Nisean horses technology only affects cavalry spearmen, available in city phase;
* changes the costs of military structures:
* blacksmith build time from 200 to 120, resources unchanged at 200 wood;
* barracks unchanged at 150, resources unified from 300 wood (pers), 150 wood + 150 stone (athen, cart, kush, mace, sele, spart), and 100 wood + 200 stone (iber, ptol, rome) to 200 wood + 100 stone;
* brit, gaul, maur stay at 300 wood;
* range build time from 150 to 120, resources from 300 wood to 200 wood;
* stable build time from 150 to 120, resources from 300 to 250 wood;
* workshop build time from 200 to 180, resources unchanged at 300 wood;
* elephant stable build time from 300 to 240; resources from 200 stone + 200 //metal// to 200 wood + 200 stone;
* embassy build time unchanged at 150, resources unchanged;
* also updates tooltips and order <Identity> nodes as listed in `Identity.js`.
