This is yet another patch to differentiatete Athens civilization from Athenson.

In addition to bonuses, auras, etc ... we want to give Athens something peculiar of this culturally rich civilization. @chrstgtr raised a discussion in which I would like to see something involving Athenian democracy, which was a historic milestone for the world.How athenas should play:
As democracy was born in athenthenians have access to all the naval technologies including several special unique ones and a civilization bonus that specifically decreases their ship construction times, the idea is:
1- prytaneion moved to village phase.
2- phase up techs moved to prytaneionand a moderately powerful and effective navy much like all Hellenistic factions.
3- phase up search 50% faster. Town phase needs 4 village buildings + prytaneion. City phase needs 2 + prytaneion. D3686 decrease to 3Athenian Infantry are fairly well armored and versatile, so it seems more reasonable to decrease to 2with effective citizen solider spearmen and skirmishers along with specialist late game champion units and having access to the powerful Phalanx formation for melee infantry.
The idea here is to be able to advance from a faster phase with athensAlthough lacking in the Battering Ram, making an analogy to faster growth and technological advance ahead of its timethey possess effective siegecraft with Stone Throwers and Bolt Shooters along with their upgrades.
4- added prytaneion regen health aura just for heroesWell rounded Cavalry, with access to very effective raiding cavalry to harass enemy support units and chase down weak and vulnerable infantry.
