Post rP24396, we're using the correct speed to set the animation. This means formations kinda 'flicker' when slightly rotating, because the edges suddenly speed up very slightly.
I think we should offset this by not switching to "Run" as soon as the speed is above walk speed.
Further, we probably should have ranges in the actors for the movement speed anitations (e.g. walk_0_.5, walk_.5_1.5, walk_1.5_ for 0-50%, 50-150%, 150+%).
I'm also wondering if we shouldn't prevent formations from walking at _full_ run speed, but only something like 140% of the walk speed.
