This patch brings this prepare time change to the faster firing bolt shooters.

We should look further at the Ptolemaic bolt shooter in another patch. It's supposed to be rather rapid firing, hence its name "Polybolos." We can look at repeattime vs. damage in such a patch. But for what this particular patch is for, it works.
