fix for undefined civs in atlas

IMO that is hiding of an error, not a fix.

rP20512 removes that fallback and does the fallback in atlas where it should have been.
The addition of the ptolemian wallset is good.

All concerns with this commit have now been addressed.Nov 24 2017, 11:00 PM
