The ancient Libyans had a reputation for their nimble skirmisher fighting with javelins, so if there is one civ in 0 A.D. that should have an infantry javelineer, it's Carthage.
There is actually a javelineer actor, it's been there for years:


It's not used, presumably because Carthage could already get a javelineer from its Iberian embassy. However, it has also two types of infantry swordsman (Celtic and Italic) and two types of cavalry swordsmen (Celtic and Iberian).
Now mercenaries can no longer gather (D3269/rP24635), Carthage could use another basic citizen.

This patch:

  • adds templates for the existing actors;
  • makes the javelineer the default village phase ranged unit for Carthage.
  • postpones the Mauretanian archer to the town phase.

The barracks is also less empty as a consequence.

Test Plan

Agree this is an improvement.

I don't have a strong opinion here. With the change in mercenaries, I think it might be interesting to have one more ranged unit collecting resources.
