This patch restores the old citizen train times that were changed in D2866. Cavalry already have their old train time restored and the other changes are good. Overall, I don't think these changes were a major factor in the very passive gameplay of this release, that instead being the rotation times.

I think this is a good change.
Longer train times contributed to turtling/never-ending games in p3 because longer train times meant smaller armies in sustained fights, which favors the player that is garrisoning in forts/towers.
In my opinion, longer train times also make rushes less viable because it contributed to making earlier barracks, which allowed defenders to spam from two buildings when defending rushes.
Edit: Separately, this will also reintroduce more building strategy because in a24 all players build several barracks in p1/p2 in order to produce many units from several building whereas in a23 many players would build 1 or 2 barracks to boom or more barracks to spam rush. In other words, the train times in a24 made the meta spam for booming and rushing, which wasn't true in a23.
