Summary

Super annoying that these buildings lose capture points in neutral territory, so TerritoryDecay removed.

Test Plan
  1. Patch diff
  2. Play as Romans
  3. Try building Army Camps and Siege Walls outside your territory
  4. See that they no longer automatically decay.
  5. Army Camp is still capturable, it just doesn't decay

This is unquestionably an improvement. army camps were really annoying to use aggressively because of this, and the siege walls were basically just better palisades since they would decay. It would be interesting if we could do something similar for athenian long walls to not decay to gaia, but that would be more complicated.

Hard Agree.

It would be interesting if we could do something similar for athenian long walls to not decay to gaia, but that would be more complicated.

Maybe the Long Walls tech could remove the territory effect of their walls as well, so that it's not weird looking.
