Reduce prepare time for catapults and bolt shooters. Catapults have recently been nerfed and buffed with a small splash attack. Bolt shooters are a little underutilized. Both of these units share a 'clunkiness' which is due to their pack/unpack time, minimum range, and long prepare time.
This patch hopes to address part of this clunkiness by decreasing the prepare time for catas and bolt shooters. This makes the unit seem more responsive to new commands to attack a different unit/structure.

Before anyone says it:
- There is no way to abuse it so you can fire every 2 sec.
- Its not that unrealistic since part of setting up the siege engine (unpacking) would logically involve making it ready to fire.
- The point is just to make them feel more responsive to the mouse input. This way tasking them with a new target doesn't mean you have to wait another 5 or 6 seconds, but just 2 or 3. Currently the delay of 5/6 seconds means the battlefield has changed a lot between your click and the projectile firing.
Haven’t test yet but this has always been a super annoying aspect of the game.

At one point prepare times were standardized to 1/2 of repeat time. Not sure how/why that was changed. Might have been a good reason (like visual glitches) or it may have been wholly arbitrary. Dunno.
They both basically start with the projectile already in the machine, so the 2 or 3 seconds prepare time is just winding up the machine. It looks natural.
