[gameplay] slinger attack speed adjustment

Summary

This patch is purely for realism.
It seems to me out of realism that slingers can attack so fast.
This patch increases the attack rate from 1000 to 1250, increasing the attack proportional.

Test Plan

Test if have visual and realism improvement.

Looking at the animation things are fine. Balance wise, I don't know, I doubt it will be able to make them much better or worse but might as well see.

@wowgetoffyourcellphone uses the following

<PrepareTime>750</PrepareTime>
<RepeatTime>1500</RepeatTime>
