rP20378: Adds a wireframe mode to the water rendering.

Summary

Water hadn't the wireframe mode. This mode allows to see terrain subdivision underwater too, which helps with the water and terrain rendering debug.

Test Plan

Run the game
Press ALT+W twice
Check that you see wireframe of water too
