Range vision is not the most attractive attribute for a technology. In the future we will certainly be able to find another way to make it more attractive to players.
For now, how to discuss, it is best to remove these two technologies.

I think exploration is fine.
Sibylline books seems strong to me. Our units have large vision ranges, and 20% is still substantial. 100 metal in city phase seems very cheap to me.
I think this is a pretty boring bonus and not very related to the tech TBH. How about reducing the loot the units gives?

The problem with vision technologies is that entities with already high vision range benefit much more than those with smaller vision ranges (the area is pi times radius square).

That would be my preferred solution too.
The Roman version is problematic on all maps, the Carthaginian only on water maps and useless elsewhere, therefore it's an improvement to delete both.
And the patch is complete.
Part of the problem too with vision techs is that with increasing vision comes an affect on gameplay, namely the command and control the player has on his troops. Since aggression range is completely tied to vision range, when vision range increases the player's troops are more likely to automatically target more enemy entities and engage them without player input. This is why I wish the game would decouple the two things. Then vision increases wouldn't affect units in this way.
