[Gameplay] Ships less pierce attack, but can destroy other ships because of a multiplier

Currently garrisoned ships easily kill organic units that dare to get to close to them. A garrisoned ship is a killing machine like nothing else in the game.

This patch solves their absurd deadliness against organic units. Ships get 12 pierce attack and a 3x multiplier against other ships so they can sink enemy ships at comparable rate as in A24 and A25.

I tested the patch and the values does feel nice does feel nice to play, so I would accept this.
But maybe there should be art changes (The big bolt shooter projectiles don't fit anymore with this)

since the pierce attack is now close to those of arrows: arrows.

Just doesn't seem right to me to use huge bolts, that only do very little damage.

Conceptual agree from me.

I agree there this patch has indeed its limitations, but my aim was not to create something that was perfect.

The aim is to create something that is better than the current situation. In A25 any garrisoned ship that passed by unleashes hell with the 35 pierce attack.

If my change request are the only thing blocking this, then ignore them / just keep it in mind as a future TODO.

I agree with the intention of this patch. Ships should primarily counter other ships. Perhaps this bonus can apply against Docks as well, since that is the Ship-building structure? I'll accept as-is and you can add the Dock bonus if you think it's appropriate. Fix @Freagarach 's inline comment first. ;)

I don't think it is particular good to also have the bonus vs docks as well
